According to the rulebook there is no automatic promotion or relegation. The only thing is that if you finish bottom of the lowest flight (div4) you may have to re-apply to the league (at the Committee's discretion).
Traditionally it's two-up, two down, but each case has to be reviewed singularly to cover Reserve teams, teams droping out when they get relegated, new teams starting, etc.
If two or three teams got promoted out of Div3 or a team drops out other than the 2 up and 2 down then there is a good possibility of 3 going up from div4, especially if you are either really close to 2nd place or miles ahead of 4th.
So, keep battling, you never know...
